TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
February 8, 2023
Chairman Mike Kudick called the meeting to order at 7:05 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Kempka, Attorney Coggins and Clerk Olson, in attendance along with 14 others.
Supervisor Stradal moved to adopt the agenda with the removal of Operators licenses. Supervisor Franzmeier seconded the motion. Motion carried.
Minutes of the January 11, 2023 Board meeting were approved with a motion by Supervisor Stradal, second by Supervisor Rogers, and carried.
Treasurer Kempka’s financial report showed the following balances as of January 31,2023
Stephenson National Bank General Fund $ 433,552.08
Nicolet Bank Tax Money Market $3,002,290.24
LGIF #1- Operating Account $ 109,013.43
LGIF #2 – 2% Account $ 51,220.43
LGIF #3- Depreciation Account $1,319,176.31
LGIF #4 – Tax Account $ 18,946.42
LGIF #5 – ARPA Account $ 121,163.35
A motion was made by Supervisor Belanger to accept the Treasurer’s report, seconded by Supervisor Stradal, and carried.
Vouchers #50904 through #50979, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.
Under correspondence, Clerk Olson stated we received a Thank You card for the funeral flowers for an employee’s mother.
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Chairman Kudick, Recycling and Public Works by Superintendent of Public Works, Craig Baeten and Code Enforcer by Chairman Kudick.
Michael Andraschko of Mau & Associates, LLP presented a CSM for David Stock for 2 lots in Part of government Lot 2, Section 4, T33N-R19E in the Town of Stephenson, Marinette County, with ingress and egress to Wagner Lane. Motion by Supervisor Rogers to approve. Second by Supervisor Belanger, and carried. CSM #2023-1
Jen Bury, of Peshtigo River Center, gave information on the center and all the activities they hold there. They work with Americore for substance abuse classes. They have housing for Veterans, as well as motel rooms. She also spoke of an event they have planned for Labor Day weekend. They are working with the Crivitz Historical Society. They will be expecting 11 Tribes to be there to present their history. She encourages persons interested in helping, or attending any events they have, to visit their website at perhtigorivercenter.org.. There was one proposal received for the roof replacement of the salt / sand shed. After reviewing it, Supervisor Belanger made a motion to approve the proposal from Structures Unlimited for $37,410.00. A second was given by Supervisor Stradal. Motion carried.
Supervisor Stradal had contacted persons to accept appointments for the Plan Commission. He stated that Mark Cates, Bob Doctor, and Tony Van Laanen all agreed to serve another term. Jennifer Olson decided against, and Jim Cichon agreed to take that position. Supervisor Franzmeier moved to accept all the persons who offered to serve. Supervisor Belanger seconded the motion. Carried.
Supervisor Franzmeier made a motion to have the Clerk contact Tower Point and inform them that the Town is not interested in their offer. Second by Supervisor Rogers, and carried.

There were some concerns voiced by members of the TIE Lakes Association about the placement of a kiosk by the DNR at the Thunder Lake boat landing. After some discussion, Supervisor Franzmeier stated he would have the DNR contact one person from the Association to discuss the placement. Supervisor Stradal made a motion to have the DNR work with the TIE Association to see if it is possible to place their boxes on the board that is currently there rather than constructing a kiosk. Supervisor Belanger offered a second. Motion carried.
The 2022 Final Budget amendments were approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.
Under Public comments: Dave Bentzler commented that the Public Works department is doing a good job on the roads.
Motion to adjourn at 7:47 pm by Supervisor Rogers, second by Supervisor Belanger, and carried.
