TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
May 10, 2023
Supervisor Andrews called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, and Clerk Olson, in attendance along with 21 others. Chairman Kudick was excused.
Supervisor Strada moved to adopt the agenda. Supervisor Belanger seconded the motion. Motion carried.
Minutes of the April 12, 2023 Board meeting were approved with a motion by Supervisor Franzmeier, second by Supervisor Belanger, and carried.
Treasurer Uhazie’s financial report showed the following balances as of April 29, 2023
Stephenson National Bank General Fund $ 74,858.86
Nicolet Bank Tax Money Market $ 3,594.46
LGIF #1- Operating Account $ 110,255.61
LGIF #2 – 2% Account $ 50,398.13
LGIF #3- Depreciation Account $1,328,743.01
LGIF #4 – Tax Account $ 603,844.58
LGIF #5 – ARPA Account $ 115,105.70
A motion was made by Supervisor Franzmeier to accept the Treasurer’s report, seconded by Supervisor Stradal, and carried.
Vouchers #51046 through #51146, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.
Under correspondence, Clerk Olson stated we received a letter from the DNR showing a pending rip rap application on the shore of the Peshtigo River on Sandstone Flowage, information on a bill being proposed for supplemental municipal aids, a request for donations for the Wall That Heals, and a thank you from the former Treasurer for her time as an elected official.
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Elaine Olson for Jane Meissner, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, and Supervisor Rogers for Water Safety Patrol. The Code Enforcer was not present.
Hugh Guy Land Surveying presented CSM #2023-2 for Allen and Mary Noll for 1 lot located in part of the NE ¼ of the SE ¼ of Sec 4, T32N, R19E in the Town of Stephenson, Marinette County, Wisconsin. This is off Newton Lake Road. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.
Hugh Guy Land Surveying presented CSM #2023-3 for Charlotte Gruszynski for 3 lots located in part government Lot 1 in Sec 21, T32N, R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Left Foot Lake Road. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.
There were several persons present to speak on the paving of Lakeside Lane. They also presented a petition for the Town to pave Lakeside Lane. After much discussion, it was stated that it would be taken to committee for consideration and price investigation. It would need to be brought up to town specs.
Some of the “No Parking” signs on Karen Drive will be moved to insure that property owners have access to their property.
Discussion on the presented Breech of Tennant Agreement, the request for revocation of a liquor license, and the setting of a special meeting to grant a liquor license will be referred to Attorney Coggins when he returns from vacation. The Board stated they cannot take action on any of the requests as it is a civil matter that they need direction on from our Attorney. The Board will get back to the license applicant as soon as they speak with the Attorney.

There were 2 bids for Diesel fuel and 1 for gasoline received. Once reviewed a motion was made by Supervisor Belanger to accept the one from Yeager Oil for the diesel and gasoline. Supervisor Stradal offered a second. Clerk Olson asked when this becomes effective? It will be effective immediately. Motion carried.
The Intergovernmental Agreement among the Town of Stephenson, the Village of Crivitz and the Town of Lake was approved by the Board with a move by Supervisor Stradal, second by Supervisor Belanger, and carried.
Operator’s licenses were approved for Todd Arcand, Daniel Cassity, Kelly Howler, Brenda Maus, Jared Nejedlo, Jennifer Newman, Lori Ranallo, Thomas Skovera, and Margaret Winters-Kinziger, through June 30, 2025, with a motion by Supervisor Stradal and second by Supervisor Franzmeier. The motion and second further approved Operators licenses for Rhonda Cassity, Trenie Frank, Wendy Gyger, James Johnson, Devin Montevideo. Rhonda Rhoades, Linda Schilling, Sharon Shavlik, Vickie Timm, and Jeffrey VanderMuss contingent to them giving proof to the Clerk of completion of the beverage server course and / or payment of the license. Both motions were carried.
Under Public Comments, there was a complaint on a garbage mess on a property on Molly Four Road. There have been complaints filed on it and nothing has been done. It is creating an awful stench with the warm weather and is also drawing many unwanted animals. The requestor from Lakeside Lane asked when they might be contacted as to a decision on paving Lakeside Lane.
A motion to adjourn was made by Supervisor Stradal, second by Supervisor Franzmeier, and carried. Meeting adjourned at 7:58 pm.
