TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
June 14, 2023
Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 24 others.
Supervisor Stradal moved to adopt the agenda. Supervisor Franzmeier seconded the motion. Motion carried.
Minutes of the May 10, 2023 regular Board and the May 25, 2023 Special Board meetings were approved with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.
Treasurer Uhazie’s financial report showed the following balances as of May 31, 2023
Stephenson National Bank General Fund $ 7,732.23
Nicolet Bank Tax Money Market $ 3,594.49
LGIF #1 - Operating Account $ 110,724.94
LGIF #2 – 2% Account $ 50,612.66
LGIF #3 - Depreciation Account $1,334,399.10
LGIF #4 – Tax Account $ 607,969.02
LGIF #5 – ARPA Account $ 115,595.67
A motion was made by Supervisor Rogers to accept the Treasurer’s report, seconded by Supervisor Stradal, and carried.
Vouchers #51147 through #51195, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.
Under correspondence, Clerk Olson stated we received a letter from the DNR stating we will receive a recycling grant of $9.592.48, a DNR letter stating a permit has been approved for a public boat ramp on the bank of Caldron Falls Reservoir at Boat Landing 11 Road, another letter was received from the DNR concerning the compost site inspection, and a letter was received from a citizen of TIE Lakes Assoc. concerning a nuisance complaint.
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Chairman Kudick for Jane Meissner, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Code Enforcer by Chairman Kudick for Diahann Graham, and Supervisor Rogers for Water Safety Patrol.
Supervisor Stradal made a motion to move into closed session pursuant to WSS #19.85(1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation date of any public employee over which the governmental body has jurisdiction or exercises responsibility. Supervisor Belanger offered a second. Roll call vote showed all in favor. Time is 7:10 pm. The Board will reconvene into open session.
There was discussion on an employee matter and the Attorney gave the Board his recommendation on proceeding.
Chairman Kudick made a motion to move back into open session, second by Supervisor Stradal, roll call showed all in favor.

Chairman Kudick called the Board back into open session at 7:20 pm.
Hugh Guy Land Surveying presented CSM #2023-4 for John S Lemsky for 1 lot located in part of the NE ¼ of the NE ¼ of Sec 18, T33N, R19E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Deer Lake Road. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.
There were several persons present to speak on issues with Thunder Mountain Road. They requested to get on the list for repairs. They spoke of some erosion and stated that their grass mowing of the side of the roads is always late in the year. Also, the snow plowing is last on the list and not salted or sanded very well. There was a suggestion that maybe the County or State would help with funds for repairs since the County Park is at the end of the road and there is a culvert that is failing on a Class A trout stream on the

road. Chairman Kudick stated that the Public Works crew will start mowing next week. We have some new snow plow drivers that are just learning the roads, so we need to have some patience with them. The concerns are noted and the Board knows that the road need attention. We will be putting out for road work and see what we can do with the money we have budgeted and all the roads that need fixing. A citizen thanked the Board for allowing them to express their concerns and for being willing to take a position as a board member.
Supervisor Rogers made a motion to adopt a resolution to send to Marinette County asking them to modify their rules and regulations for UTV / ATV access to their roads to make them consistent with the Town of Stephenson and surrounding towns and Villages rules for road usage. Supervisor Stradal seconded. Attorney Coggins was asked to draft the resolution. Motion carried.
Supervisor Stradal moved to purchase a compactor / receiver for the Twin Bridge recycling site for $6,500.00. A second was given by Supervisor Franzmeier. Carried.
Supervisor Belanger made a motion to delegate full authority to the Town Chair to deal with the matter discussed in closed session in its entirety. A second was offered by Supervisor Stradal. All in favor. Motion carried.
A motion was made by Supervisor Franzmeier to advertise for a full-time employee. Supervisor Rogers seconded. Motion carried.
Liquor licenses were granted for 26 establishments with a motion by Supervisor Stradal, second by Chairman Kudick, and carried. A listing will be attached to these minutes.
Operator’s licenses were approved for, Donna Agamaite, Guy Baye, Kathryn Beaudry, Judith Degeneffe, Tari Gray, Paul Kapalczynski, Charles Larsen, Patricia Lawrence, Morgan Orlando, Lois Puls, Julie Retza, William Retza Jr., and Phillip Wachs. through June 30, 2025, with a motion by Chairman Kudick and second by Supervisor Rogers. The motion further included to approved 1 license contingent to review by Attorney Coggins. Motion carried.
Under Public Comments, Dave Bentzler stated there is compost available at the Twin Bridge recycling center for free. A representative for Lakeside Lane stated that they have signatures of everyone on the road stating they would like it blacktopped, and thanked the Board for listening.
A motion to adjourn was made by Supervisor Rogers, second by Supervisor Franzmeier, and carried. Meeting adjourned at 7:40 pm.
