Board meeting 9-13-2023

TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL

REGULAR BOARD MEETING

September 13, 2023

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 12 others.

Supervisor Rogers moved to adopt the agenda. Supervisor Stradal seconded the motion. Motion carried.

Minutes of the August 9, 2023 regular Board and the August 23, 2023 Special Board meetings were approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of August 31, 2023

A motion was made by Supervisor Rogers to accept the Treasurer’s report, seconded by Supervisor Belanger, and carried.

Vouchers #51286 through #51340, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

Under correspondence, Clerk Olson stated we received an email for a webinar on LRIP. It was forwarded to the Board.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Building Inspector by Jane Meissner, Code Enforcer by Diahann Graham, and Supervisor Rogers for Water Safety Patrol.

Jeff Lieuwen of Rob Kamps Land Surveying presented CSM #2023-10 for Jennifer Wagner for 2 lots located in part of the NE ¼ of the NE ¼ of Sec 29, T32N, R19E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Acorn Lane. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.

Jeff Lieuwen of Rob Kamps Land Surveying presented CSM #2023-11 for Lynda Kastner for 2 lots located in part of the NE ¼ of the SW ¼ of Sec 25, T32N, R19E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Airport Road. Motion to approve by Supervisor Belanger, second by Supervisor Stradal, and carried.

After discussion on requesting that all residents have the 2-sided, reflective fire numbers, Supervisor Roger made a motion to send a letter with the property taxes requesting property owners to order the new number if they do not have the one. Supervisor Stradal offered a second. Carried.

Treasurer Uhazie presented information to the Board concerning the collection of taxes. She gave pros and cons of the County collecting. She also gave information on paying with credit or debit cards and a system called “All Pay”. She gave the Board a sheet with all the information and they will be looking it over. This will be on the agenda for October for a Board decision.

The airport lease will be placed on the agenda for the October Board meeting.

Clerk Olson gave information on a Town Law Conference that has information on Town Boundary challenges. Attorney Coggins will look at attending that session if possible.

Operator’s licenses were approved for George Prochnow and Randal Stanczak, to expire June 30, 2025, with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried. One to be held until payment is received.

Supervisor Stradal moved to have the budget workshop on October 18, 2023 at 6:30 pm. Second by Supervisor Rogers and carried.

A motion was made by Supervisor Rogers to use the balance of the ARPA funds for road work prior to December 2024. Supervisor Franzmeier offered a second. Motion carried.

Crivitz Rescue Squad contract of $44,200.00 for 2024 was approved with a motion by Supervisor Belanger, second by Supervisor Franzmeier, and carried.

Under Public Comments, Darrel Pentico commented on the Board having purchased microphones and not using them. Larry Mertz spoke on the Town having pushed down some trees on his property and his concern that the contractors hired for the road work did not have cones or flaggers when working on the road near his property.

A motion to adjourn was made by Supervisor Stradal, second by Supervisor Rogers, and carried. Meeting adjourned at 7:42 pm.
