TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
October 11, 2023
Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 9 others. Supervisor Rogers was excused.
Supervisor Stradal moved to adopt the agenda with the removal of Operator’s licenses. Supervisor Franzmeier seconded the motion. Motion carried.
Minutes of the September 13, 2023 regular Board meeting were approved with a motion by Supervisor Franzmeier, second by Supervisor Belanger, and carried.
Treasurer Uhazie’s financial report showed the following balances as of September 30, 2023
Stephenson National Bank General Fund $ 36,352.68
Nicolet Bank Tax Money Market $ 3,594.61
LGIF #1- Operating Account $ 112,671.52
LGIF #2 – 2% Account $ 74,812.44
LGIF #3- Depreciation Account $1,362,991.55
LGIF #4 – Tax Account $ 639,532.36
LGIF #5 – ARPA Account $ 117,1627.89
A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger, and carried.
Vouchers #51341 through #51388, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Belanger, second by Supervisor Stradal, and carried.
Under correspondence, Clerk Olson received information on resurfacing of County Road A and will place it on the bulletin board.
Department reports were given for Fire by Chief Jim Stradal, Canine, Public Works, Water Safety Patrol. and Building Inspector by Chairman Kudick, and Recycling by Supervisor Belanger. No Code Enforcer report was given.
Hugh Guy Land Surveying presented CSM #2023-12 for Timothy and Sandra Banaszak for 1 lot located in part of the N ½ of the fractional SW ¼ of Sec 19, T32N, R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to County W. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.
Jeff Lieuwen of Rob Kamps Land Surveying presented CSM #2023-13 for Michael Frievalt for 4 lots described as Lot 1 Certified Survey map number 889 located in Sec 36, T32N, R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Wood Duck Lane. Motion to approve by Supervisor Franzmeier, second by Supervisor Stradal, and carried.
Jeff Lieuwen of Rob Kamps Land Surveying presented CSM #2023-14 for Justin and Tammy Fechtmeyer for 4 lots located in part of the NE ¼ of Sec 1, T32N, R18E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to High Falls Road. Motion to approve by Supervisor Stradal, second by Supervisor Belanger, and carried.
Supervisor Franzmeier made a motion to grant the Variance for Raymond Vania for the address of N10459 Open Gate Trail, parcel # 032-04689.003, to be split in to 2 parcels on a private road. Second by Supervisor Stradal and carried.
Jeff Lieuwen of Rob Kamps Land Surveying presented CSM #2023-15 for Raymond and Jennifer Vania, for 2 lots located in the NW ¼ of the NE ¼ of Sec 18, T32N, R19E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Open Gate Trail. This was part of a Variance granted on 10/11/2023. Motion to approve by Supervisor Franzmeier, second by Supervisor Belanger, and carried.
There was no one present to discuss the request to address the Board concerning Certified Survey #660.

Supervisor Franzmeier made a motion to place information on getting new fire numbers on the website and social media in lieu of placing a letter in with tax bills. Second by Supervisor Stradal and carried.
Treasurer Uhazie presented information to the Board that she received from All Paid on getting an account for credit card collection. There would be no fees to the Town. Customer pays fees. They have an A+ rating with the Bureau. The Town would have to sign a 3-year contract to get the ball rolling so it would be in place for collecting taxes in December. Supervisor Franzmeier made a motion to move forward with this. A second was given by Supervisor Belanger. Motion carried.
The airport lease amount will remain the same.
Under Public Comments, Darrel Pentico stated he has been coming to meetings for years and because of his failing health, this will be the last meeting he will attend. The Board thanked him and wished him well. Dave Bentzler stated he has had persons from other municipalities bringing in tv’s and brush to the recycling center. Larry Mertz thanked the town for the roadwork they done on Thunder Mountain Road. Jim Cichon stated the Treasurer’s report was approved but asked where it is so the public can see it?
A motion to adjourn was made by Supervisor Stradal, second by Supervisor Franzmeier, and carried. Meeting adjourned at 7:30 pm.
