Board meeting 11-8-23

REGULAR BOARD MEETING               

November 8, 2023         

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 9 others.

Supervisor Stradal moved to adopt the agenda with the addendum. Supervisor Belanger seconded the motion. Motion carried.

Minutes of the October 11, 2023 regular Board meeting and the October 11, 2023 Variance Hearing were approved with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of October 31, 2023

A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Rogers, and carried.

Vouchers #51389 through #51426, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.

Under correspondence, Clerk Olson received updates from the DNR concerning Boat Landings 6 & 11. 6 should be open the middle of November and 11 will probably be closed all of November. This information will be placed on the bulletin board. They also sent information on a Candle Light Hike in February. A complaint was received concerning East Butler Rock Road and a Thank You card was received from Scott Construction.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Code Enforcer by Diahann Graham, and Building Inspector by Chairman Kudick. No Public Works or Recycling reports were given.

There was discussion with Ryan Bourassa, the Forestry Administrator for Marinette County, on the maintenance of Butler Rock Road, East Butler Rock Rd, and West Butler Rock Road. He had taken some information to his committee and they were looking at the Town possibly transferring ownership of the roads to Marinette County. Chairman Kudick asked about keeping those trails open to Oconto County for ATV trail connection. Ryan stated they had no intentions of blocking the connection to the Oconto County trail. It may be changed to off the road, but they would keep it open to the best of their ability. It would be contingent on the clubs that use the trails to maintain them because Marinette has no personnel available to do so. Chairman Kudick stated that it would be a cost savings to the Town to do this transfer. After more discussion, it was decided to move forward. Ryan will discuss more with his committee and will contact either Chairman Kudick or Attorney Coggins to see what steps need to be accomplished to make the plan work.

An Operator’s license to expire June 30, 2025 was approved for Clark Foster contingent to the background check and payment, with a motion by Supervisor Rogers, second by Supervisor Stradal and carried.

A motion was made by Chairman Kudick to appoint himself and Supervisors Rogers and Belanger to a committee to meet with the Village of Crivitz concerning sharing of some public services. Second by Supervisor Rogers and carried.

Under Public Comments, Don Weinhart asked that the striping on Parkway Road be maintained.

A motion to adjourn was made by Supervisor Franzmeier, second by Supervisor Belanger, and carried. Adjourned at 7:18 pm.
