REGULAR BOARD MEETING               

December 13, 2023       

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 15 others.

Supervisor Stradal moved to adopt the agenda. Supervisor Franzmeier seconded the motion. Motion carried.

Minutes of the November 8, 2023 regular Board meeting and the November 6, 2023 Public Hearing and Board meetings were approved with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of November 30, 2023

           Stephenson National Bank General Fund                                   $ 105,919.84

A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger, and carried.

Vouchers #51427 through #51480, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Belanger, second by Supervisor Stradal, and carried.

Department reports were given for Fire by Chief Jim Stradal, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Canine by Mike Stueck, and Building Inspector by Jane Meissner. Code Enforcer, Diahann Graham was absent.

Jeff Lieuwen of Rob Kamps Land Surveying presented CSM #2023-16 for Frank Lomonaco, for 2 lots located in the NW ¼ of the NW ¼ of Sec 14, T33N, R18E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Boat Landing 13 Road. Motion to approve by Supervisor Rogers, second by Supervisor Franzmeier, and carried.

The Building Inspector contract for 2024 was accepted with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

The attached list of Election Inspectors for 2024/2025 was approved by Supervisor Rogers, second by Supervisor Franzmeier, carried.

The well monitoring services contract for 2024 was approved with a motion by Supervisor Franzmeier, second by Supervisor Stradal and carried.

Supervisor Rogers moved to allow Twin Bridge Rescue Squad Board to make exceptions to the 1 year ruling for the Incentive program offered by the Town. Supervisor Franzmeier offered a second. Motion carried.

There were 2 applications for operator’s licenses. Attorney Coggins suggested that the Board deny the application for an operator’s license for one of the applicants. He gave Statute numbers and reasons to justify his suggestion. After further discussion, Supervisor Rogers made a motion to deny the license for G.P. and approve the license for Autumn Elliott. A second was given by Supervisor Stradal. Attorney Coggins will give verbiage for a written denial letter to be sent to G.P. Motion carried.

A motion to adjourn was made by Supervisor Franzmeier, second by Supervisor Belanger, and carried. Adjourned at 7:20 pm.
