REGULAR BOARD MEETING
January 10, 2024
Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 9 others.
Supervisor Stradal moved to adopt the agenda with removal of Operator’s licenses. Second by Supervisor Rogers. Carried.
Minutes of the December 13, 2023 regular Board meeting were approved with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.
Treasurer Uhazie’s financial report showed the following balances as of December 31, 2023
Stephenson National Bank General Fund $ 116,275.72
LGIF #1- Operating Account $ 8,635.51
LGIF #2 – 2% Account $ 74,391.93
LGIF #3- Depreciation Account $1,310,634.58
LGIF #4 – Tax Account $ 9,942.55
LGIF #5 – ARPA Account $ 38,176.02
Nicolet Bank Tax Money Market $1,746,799.08
A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger, and carried.
Vouchers #51481 through #51519, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Chairman Kudick, and Code Enforcer report by Clerk Olson. Public Works and Recycling Superintendent, Craig Baeten, was absent.
Hugh Guy Land Surveying presented CSM #2024-1 for Andrew and Matthew Weinhart, for 1 lot located in the NE ¼ of the NE ¼ of Sec 10, T32N, R19E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Newton Lake Road. Motion to approve by Supervisor Franzmeier, second by Supervisor Stradal, and carried.
Hugh Guy Land Surveying presented CSM #2024-2 for Eva Dixon Trust for 4 lots located in part of government lots 6 and 7 in Sec 24, T32N, R19E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Jankowski Lane and Schroeder Lane. Motion to approve by Supervisor Franzmeier, second by Supervisor Stradal, and carried.
An event permit for Lakeside Bar and Hotel for January 27, 2024 on Little Newton Lake and Little Newton Lake parking lot was approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.
There was discussion on the applications of DeSmidt Properties 1 LLC for Class B beer licenses for 2 One Stop Shops. Attorney Coggins suggested to the Board that they table this item, and the next item, which is approval of Charlie DeSmidt II as agent for the One Stop Shops until they have more information. There has to be a separate premises and entrance for each premise in order to comply with the State requirements. He believes to make a decision tonight would be premature. Supervisor Rogers made a motion to table both items. A second was offered by Supervisor Stradal. Motion carried.
Supervisor Rogers made a motion to convene in closed session pursuant to WSS #19.85(1)(c) for the purpose of considering employment, promotion, compensation, or performance evaluation date of any public employee over which the government body has jurisdiction or exercises responsibility. Supervisor Stradal seconded. Roll call vote showed all in favor. Moved to closed session at 7:16 pm. Chairman Kudick stated the Board will reconvene back in open session after the closed session.

Performance evaluation and pay raises for 2024 were discussed. Then a motion to reconvene back to open session was made by Supervisor Belanger and seconded by Supervisor Stradal. Roll call vote showed all in favor.

Back in open session at 7:21 pm. Supervisor Belanger made a motion to give employees a 3.5% raise for 2024. Supervisor Stradal gave a second. Motion carried.
Under Public Comments, Dave Bentzler made a comment on town roads. Jon Kleuskens informed the Board of some problems he has had with one of the employees at the recycling center and stated he just wanted the Board to be aware of it.
A motion to adjourn was made by Supervisor Stradal, second by Supervisor Franzmeier, and carried. Adjourned at 7:25 pm.
