REGULAR BOARD MEETING               

May 8, 2024

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 12 others.

Supervisor Stradal moved to adopt the agenda with the addendum. Second by Supervisor Franzmeier. Carried.

Minutes of the March 27th Special Board and the April 23rd Special Board meeting, both in 2024, were approved with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of April 30, 2024

A motion was made by Supervisor Belanger to accept the Treasurer’s report, seconded by Supervisor Stradal, and carried.

Vouchers #51702 through #51748, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Stradal, second by Supervisor Rogers, and carried.

Under Correspondence, Clerk Olson stated the DNR will be spraying their lands for caterpillars sometime between early May and early June and she received a letter from Attorney Burns stating he is switching firms and asking for a signed request from the Town to have our records transferred to his new location.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, , Public Works and Recycling by the Public Works Superintendent, Craig Baeten and Code Enforcer by Clerk Olson. No report for Building Inspector.

Jeffrey Lieuwen for Rob Kamps Surveying presented CSM #2024-8 for Jeffrey Scholtz for 2 lots described as Lot 14, certified survey map 2790, volume 118, page 304, located in Sec 2, T32N-R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Addison Trail. Motion to approve by Supervisor Rogers, second by Supervisor Stradal, and carried.

Jeffrey Lieuwen for Rob Kamps Surveying presented CSM #2024-9 for Jessica Wagner and Michael Bearson for 2 lots located in the SE ¼ of the SW ¼ of Sec 32, T32N-R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Haguewood Lane. Motion to approve by Supervisor Rogers, second by Supervisor Franzmeier, and carried.

Gary Peterson was not present so the agenda moved forward.

Jeff Lieuwen, of Rob Kamps Surveying, presented the Board with several maps and information concerning the land description issues in the Boat Landing 10 Road and Schumaker Lane Assessor Plat. After quite a lengthy discussion, and requesting the Attorney along with Jeff Lieuwen to compile a resolution to Marinette County stating the Boards wishes, Supervisor Franzmeier moved to table any decision until the June Board meeting. Supervisor Belanger seconded. Motion carried.

Supervisor Rogers moved to accept the Recycling contract as presented for June 1, 2024 through May 30, 2025, with the Town of Lake and Village of Crivitz. Supervisor Franzmeier offered a second. Motion carried.

Attorney Coggins had drawn up a resolution for the transfer of jurisdiction of East and West Butler Rock Roads to Marinette County. Chairman Kudick asked that some language be added stating that UTV, ATV and snowmobile access would be available. After some discussion it was decided to table it until the next Board meeting for the Attorney to add wording to that effect. Motion by Supervisor Franzmeier, second by Supervisor Stradal, and carried.

Motion made by Supervisor Franzmeier to approve Mark Weber for the fire department, second by Supervisor Belanger, and carried.

Supervisor Stradal asked to get rid of the large safe that is stored in the fire department. He will see if anyone wants it. Motion to approve by Supervisor Franzmeier, seconded by Supervisor Belanger and carried.

A move to adopt the Policy on Board of Review Procedures for Waiver of Hearing Requests and for a Policy on Board of Review Procedures for Sworn Telephone or Sworn written Testimony Requests was made by Supervisor Stradal, seconded by Supervisor Belanger, and carried.

Class B combination Liquor and Beer License for the period May 8, 2024 through June 30, 2024 and Kurt Gajeski Agent was granted forK & K Holiday LLC DBA Holidays Saloon, N7543 Parkway Road, Crivitz, WI 54114with a motion by Supervisor Franzmeier, second by Supervisor Stradal, and carried.

Class B combination Liquor and Beer License for the period May 8, 2024 through June 30, 2024 and Scott Sawicki, Agent was granted for Venture North Holdings LLC DBA Caldron Falls Bar, W12326 Keith Lane, Crivitz, WI 54114with a motion by Supervisor Stradal, second by Supervisor Franzmeier, and carried.

Operator’s licenses were approved for Colleen DeSmidt, Dan Pirlot, Kurt Roberts, and Scott Schmidtman – and the following were approved contingent to receiving payment and certificates as needed by the Clerk – Donna Bangert, Tara Couillard, Erika Esser, Kathleen Koltz, Brittany Schmidt, Lynn Ulrich, and Laura VanLanen with a motion by Supervisor Franzmeier and seconded by Supervisor Stradal. Motion carried.

Under Public comment, Supervisor Franzmeier stated he would like to recognize the school students that attended that meeting and thanked them for being there.

             

Motion to adjourn by Supervisor Franzmeier, second by Supervisor Stradal, and carried at 7:40 pm.
