TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
July 10, 2024
Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors
Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 12 others.
Supervisor Stradal moved to adopt the agenda as presented. Second by Supervisor Belanger. Carried.
Minutes of the June 12, Board meeting and the June 19 and July 5 Special meetings, all in 2024, were approved with a motion by
Supervisor Rogers, second by Supervisor Stradal, and carried.
Treasurer Uhazie’s financial report showed the following balances as of June 30, 2024
Stephenson National Bank General Fund $ 83,181.85
LGIF #1- Operating Account $ 265,750.53
LGIF #2 – 2% Account $ 48,472.60
LGIF #3- Depreciation Account $ 1,318,375.29
LGIF #4 – Tax Account $ 376,357.66
LGIF #5 – ARPA Account $ 39,211.00
Nicolet Bank Tax Money Market $ 1,575.03
A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger, and carried.
Vouchers #51823 through #51875, payroll charges, and EFT payments were approved as presented with a motion by Supervisor
Franzmeier, second by Supervisor Belanger, and carried.
Under Correspondence, Clerk Olson stated a “Thank You” card was received from Scott Construction for the LRIP bid acceptance.
Department reports were given for Fire by Chief Jim Stradal, Public Works and Recycling by the Public Works Superintendent, Craig
Baeten, Canine by Mike Stueck, Building Inspector and Code Enforcer by Chairman Kudick, & Water Patrol by Supervisor Rogers,
Hugh Guy Jr. Land Surveyor presented CSM #2024-12 for Eric Bader for 2 lots, described as Lot 2 in certified survey map 1204, as
recorded in document number 558891 in the Marinette County Records and located in part of government lot 5 in Sec 15, T32N-R18E
in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Thunder Lake Landing. Motion to approve
by Supervisor Rogers, second by Supervisor Belanger, and carried.
Jeffrey Lieuwen of Rob Kamps Surveying, presented CSM #2024-13 for Scott Bauer for 2 lots, located in part of the SW ¼ of Sec 17,
T33N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Deer Lake Rd. Motion to approve
by Supervisor Franzmeier, second by Supervisor Stradal, and carried.
Jeffrey Lieuwen of Rob Kamps Surveying, presented CSM #2024-14 for Kempka Excavation LLC, for 2 lots, described as Lot 5,
certified survey map number 4170, volume 29, page 195, recorded as document number 831086, located in the NW ¼ of the SE ¼ of
Sec 30, T32N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Purdy Rd, Mickey Rd and
Forbes Rd. Motion to approve by Supervisor Rogers, second by Supervisor Stradal, and carried.
Jeffrey Lieuwen of Rob Kamps Surveying, presented Preliminary Plat for Birschbach Estates, ordered by Kayleelynn LLC, for 21 lots, described as part of the North half of the NW ¼ of Sec 30, T30N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with
ingress and egress to Schram Rd and N 6th Street. He stated the roads are developed and power is going in. Motion to approve by
Supervisor Rogers, second by Supervisor Franzmeier, and carried.
Two quotes were received for propane for the 2024 / 2025 heating season. Supervisor Franzmeier made a motion to accept the lowest
quote from Northwoods LP for $1.34. Supervisor Stradal offered a second. Motion carried.
Supervisor Rogers moved to accept a 3-year quote for the cloud service for door locks from Automation Systems in the amount of
$978.00. Second by Supervisor Franzmeier and carried.

Two road bids were received. After opening and discussing them with the Attorney, Supervisor Rogers moved to reject all the bids and
re-bid the project with clearer specs. Supervisor Stradal gave a second. Motion carried.
Supervisor Rogers moved to table the discussion and possible action on Ordinance Title 7, Chapter 1, Licensing of Dogs and Regulation
of Animals, for further study on information received today. A second was offered by Supervisor Belanger and the motion carried.
An Operator’s license was approved for Shelly Cramer, to expire on June 30, 2026, with a motion by Supervisor Rogers, second by
Supervisor Stradal, and carried.
There were no public comments.
Motion to adjourn by Supervisor Stradal, second by Supervisor Franzmeier, and carried at 7:45 pm.
