REGULAR BOARD MEETING               

August 14, 2024

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors

Belanger, Franzmeier, and Stradal, Attorney Coggins, and Clerk Olson, in attendance along with 12 others. Supervisor Rogers and Treasurer Uhazie were absent.

Supervisor Stradal moved to adopt the agenda with the addendum. Second by Supervisor Franzmeier. Carried.

Minutes of the July 10, 2024 Board meeting and the July 29 Special Board meeting, were approved with a motion by

Supervisor Belanger, second by Supervisor Stradal, and carried.

Treasurer Uhazie’s financial report showed the following balances as of July 31, 2024

           Stephenson National Bank General Fund                                   $    60,166.76

A motion was made by Supervisor Belanger to accept the Treasurer’s report, seconded by Supervisor Franzmeier, and carried.

Vouchers #51876 through #51904, payroll charges, and EFT payments were approved as presented with a motion by Supervisor

Franzmeier, second by Supervisor Belanger, and carried.

Under Correspondence, Clerk Olson stated a letter from Emergency Management containing info on the Hazard Mitigation Plan Draft was received and emailed to all Board members. FIOA requests for election materials and one for invoices for any software, phone, internet, and related purchases were received.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, and Building Inspector by Chairman Kudick.

All others were absent.

Jeffrey Lieuwen of Rob Kamps Surveying, presented a CSM 2024-16 for William and Anndelee Gregg, for 2 lots, described as Lot 1, Block 4, Engel’s Assessor’s Plat, located in Sec 24, T33N-R18E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Parkway Road and Engel Lane. Motion to approve by Supervisor Franzmeier, second by Supervisor Stradal, and carried.

Board was not interested in selling the property near Newton Lake. It would have to be approved by the Electors if it were to happen.

Chairman Kudick will get cost options for repairs or rebuilding of the building that was damaged at the airport and bring it to the next Board meeting.

Supervisor Rogers was working on the AG Grant and was not in attendance, so Supervisor Franzmeier moved to table discussion to the next Board meeting. Second by Supervisor Stradal. Carried.

Possible changes to Ordinance Title 7 Chapter 1 were also tabled to the next Board meeting with a motion by Supervisor Franzmeier, second by Supervisor Stradal, and carried.

Supervisor Stradal moved to grant the Class B combination license to Bobbi J’s Roadside Saloon. Second by Supervisor Belanger. Motion carried.

Approval of Bobbie Harkey as Agent for Bobbi J’s Roadside Saloon was done with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

Operator’s licenses were approved for Abigail Barley, Sherry Berna, Bonnie Jean Delabruelle, Susan Murphy, Joan Iverson, and Holly Wyman, to expire on June 30, 2026, with the last 2 contingent to getting the clerk the required payment and certificate. Supervisor Franzmeier made the motion and Supervisor Stradal seconded. Carried

Chairman Kudick stated the Shared Committee talked about creating a new business opportunity zone mostly surrounding the Village of Crivitz in the Town of Stephenson. They would like to hire someone to entice businesses and would like the Town to help pay the fees. It would run approximately $15,000 per year and may have to do 2 years. There were negative comments from electors in attendance as well as some from Board members. Chairman Kudick stated he would inform the committee that the Town is not interested.

          

Under public comments there was a question as to what direction the Code Enforcing is going, because there are places in the Town that truly need to be cleaned up and need that enforcement. Cara McDonell introduced herself and stated she is interested in the Clerk of Courts position. Another questions was asked about who is responsible if there is an accident someone gets hurt because of all the tree trimming and brush in the ditches.

             

Motion to adjourn by Supervisor Stradal, second by Supervisor Belanger, and carried at 7:28 pm.
