REGULAR BOARD MEETING               

September 11, 2024

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors

Belanger, Franzmeier, and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 12 others. Supervisor Rogers was absent.

Supervisor Franzmeier moved to adopt the agenda without items G (information on AG grant) and H (changes or additions to Ordinance Title 7). Second by Supervisor Stradal. Carried.

Minutes of the August 14, 2024 Board meeting were approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of August 31, 2024

A motion was made by Supervisor Belanger to accept the Treasurer’s report, seconded by Supervisor Stradal, and carried.

Vouchers #51905 through #51959, payroll charges, and EFT payments were approved as presented with a motion by Supervisor

Franzmeier, second by Supervisor Belanger, and carried.

Under Correspondence, Clerk Olson stated the Open Book and Board of Review dates have been changed. Open Book will be October 16th from 9:00 to 11:00 am and on October 18th from 1:00 to 4:00 pm. BOR will be October 30th starting at 8:00 am.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector Jane Meissner, Public Works and Recycling by Superintendent of Public Works Craig Baeten, and Code Enforcer by Clerk Olson.

Carol Subotnik addressed the Board on health issues she is concerned about on land with adjoining neighbors. Chairman Kudick stated a letter has been sent to the owners by the Code Enforcer.

There was a lengthy discussion on rising water levels at Newton Lake and problems with a natural waterway being closed off. Attorney Coggins stated that the problem needs to be addressed with the DNR. The Town has no jurisdiction over waterways.

After reviewing photos supplied by the resident at W1256 Island Lake Lane, it was stated that the Town Chair and the Superintendent of Public Works would meet with the owner and look at the situation for plowing. The driveway he is currently using is on town property and the town does not maintain any roads that are not on their road system. The Chair told the owner he needs to move his driveway off the town property and do not make any trails on the town property as he has been doing.

Questions on the follow up on junk at W12521 Island Lake Lane ended with the Chair stating that the Code Enforcer has sent a letter to the property owner and it will go from there.

The repairs for the shed at the airport is tabled until next month’s meeting. Chairman Kudick will get options.

The Ordinance “in lieu” of bonding and another person for the Treasurer’s help in tax collection was discussed. Supervisor Franzmeier made a motion to table it until the next meeting to get more information and clarification. Second by Supervisor Belanger. Carried.

Supervisor Franzmeier moved to budget for revising or creating a new website for the town that is more user friendly. A second was offered by Supervisor Stradal and motion carried.

A motion was made to allow the Clerk to contact Supervisor Rogers to set up a budget workshop date and just inform the rest of the Board when that will be. Second by Supervisor Stradal. Carried.

The application for an Operators license was tabled until the October meeting with a motion by Supervisor Belanger, second by Supervisor Stradal, and carried.

Under public comments there was a question for the Board concerning the use of fire arms in the town.

             

Motion to adjourn by Supervisor Stradal, second by Supervisor Franzmeier, and carried at 8:02 pm.
