REGULAR BOARD MEETING               

October 9, 2024

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors

Belanger, Rogers, and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 24 others. Supervisor Franzmeier was absent.

Supervisor Rogers moved to adopt the agenda with removal of the closed session. Second by Supervisor Belanger. Carried.

Minutes of the September 11, 2024 Board meeting were approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of September 30, 2024

A motion was made by Supervisor Belanger to accept the Treasurer’s report, seconded by Supervisor Stradal, and carried.

Vouchers #51960 through #52011, payroll charges, and EFT payments were approved as presented with a motion by Supervisor

Belanger, second by Supervisor Stradal, and carried.

Under Correspondence, Clerk Olson stated informational letters were received from Fair Market Assessments, from Marinette County Elderly Services, notice of a variance through Marinette County on a Newton Lake property, and a notice that Marinette County will now be reviewing all CSM and State Plats.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Chairman Kudick, Public Works and Recycling by Superintendent of Public Works Craig Baeten, and Code Enforcer by Clerk Olson.

Hugh Guy Land Surveying, presented CSM 2024-17 for Margaret L Winters-Kinziger, for 2 lots, located in part of the SW ¼ of the SE ¼ in Sec 32, T32N-R20E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to White Birch Road. Motion to approve by Supervisor Rogers, second by Supervisor Stradal, and carried.

Marinette County Judge Peggy Miller, introduced herself and gave a brief history of herself and her credentials.

Russ Wankowski, representing Sandstone Flowage Lake Association, read a letter they had received from State Representative Jeff Mursau concerning a bill introduced for wake enhancement on waterways. The bill is dead at the State level. Russ asked if the Board will do anything. There was a lengthy discussion but no solution was reached.

Residents on Fabian Lane presented a letter and signatures to the Board requesting paving of the road.

Operator licenses applications were reviewed by the Board and Attorney Coggins. Under advice of the Attorney, Supervisor Belanger made a motion to deny the application that was tabled from the September meeting. Supervisor Stradal offered a second. Motion carried. Licenses to expire June 30, 2026 were approved for Levi DePrey, Jeffrey Fischer, Noel Foutch, and Samuel Hennessee with a motion by Supervisor Rogers, second by Supervisor Belanger, and carried.

Cheryl Tibbs, of Primerica Financial Services, presented an employee benefits plan to the Board. After some discussion, Supervisor Rogers made a motion to move forward to looking into replacing the current plan. Second by Supervisor Stradal. Carried.

The repairs for the shed at the airport is tabled until November’s meeting. Chairman Kudick will get options.

Possible changes to Ordinance Title 7 Chapter 1 were tabled to the November meeting.

Supervisor Rogers made a motion to allow additional help for the Treasurer for tax collection data entry with the stipulation that no one handles the monies received except the Treasurer. Chairman Kudick gave a second. Motion carried.

A motion was made by Supervisor Rogers to approve the Ordinance and Agreement for the addition of the Village of Crivitz to the Near North Municipal Court providing they adopt the same Ordinance as each of the other municipalities. Second by Supervisor Belanger. Carried.

Chairman Kudick asked that a security camera system and internet service be added to the Public Safety building at 801 Main Street in Crivitz. The cost estimate to install is $3,900.00. Supervisor Rogers made the motion to approve. Second by Supervisor Stradal and carried.

There was one application received for a recycling attendant. A motion was made by Supervisor Belanger to hire the applicant. Second was given by Supervisor Stradal. Motion carried.

After some discussion on the letter from the DNR requesting more information on the proposed building at the ski beach at Boat Landing 3 Park, Supervisor Rogers made a motion to get a letter to the DNR with answers to the questions they raised in the email to the Twin Bridge Ski Team and showing the Town support of the project. Supervisor Belanger offered a second. Supervisor Rogers will compile that letter. Motion carried.

A motion was made by Supervisor Rogers to raise the Clerk of Courts pay to $22.00 per hour. Supervisor Belanger seconded. Carried.

Budget Resolutions 1-2024 and 2-2024 were adopted with a motion by Supervisor Rogers, second by Supervisor Stradal, and carried.

Supervisor Rogers presented the proposed budget workshop figures to the Board for approval. They are contingent on receiving the actual Levy Limit amount and the actual Assessed value from the State. Supervisor Stradal made a motion to accept the budget figures to present at the budget hearing. Second by Supervisor Belanger. Carried.

Under public comments the Clerk reminded everyone that the Budget Hearing is November 4th at 7:00 pm. Larry Mertz voiced some concerns he had with the Town Board and the Public Works.

             

Motion to adjourn by Supervisor Stradal, second by Supervisor Rogers, and carried at 8:30 pm.
