TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
November 13, 2024
Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors
Belanger, Franzmeier, and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 12 others. Supervisor Rogers was absent.
Supervisor Franzmeier moved to adopt the agenda with removal of the options for repairs at the airport and changes to Ordinance Title 7 Chapter 1. Second by Supervisor Stradal. Carried.
Minutes of the October 9, 2024 Board meeting, and Special Board meetings of October 21 and November 4, 2024 were approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.
Treasurer Uhazie’s financial report showed the following balances as of October 31, 2024
Stephenson National Bank General Fund $ 114,567.88
LGIF #1- Operating Account $ 216,432.69
LGIF #2 – 2% Account $ 73,939.76
LGIF #3- Depreciation Account $ 906,038.54
LGIF #4 – Tax Account $ 6,001.37
LGIF #5 – ARPA Account $ .00
Nicolet Bank Tax Money Market $ 1,575.07
A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Franzmeier, and carried.
Vouchers #52012 through #52080, payroll charges, and EFT payments were approved as presented with a motion by Supervisor
Belanger, second by Supervisor Franzmeier, and carried.
Under Correspondence, Clerk Olson stated she had one email complaint that was forwarded to the Board
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Jane Meissner, and Public Works and Recycling by Superintendent of Public Works Craig Baeten. There was no Code Enforcer report.
Jeff Lieuwen of Rob Kamps Land Surveying Surveying, presented CSM 2024-18 for Walter Trust, for 2 lots, located in part of the N ½ of the SE ¼ and part of outlot 1 Candletree Farm subdivision, located in Sec 28, T33N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Alfalfa Lane. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.
Discussion on enforcement of Ordinances was started by Chairman Kudick. He stated we have no way to enforce the Ordinances unless one of the Board members issues the citations. Attorney Coggins spoke against this practice and stated it would be better for the Town if citations were issued by someone in law enforcement. Chairman Kudick asked the Board members if they would allow him to speak with the Village again about the enforcement. They were okay with him doing so and bringing it back to the Board to approach at the next meeting.
Crivitz Rescue Squad contract for 2025 was approved with a motion by Supervisor Franzmeier, second by Supervisor Stradal, and carried.
Twin Bridge Rescue Squad contract for 2025 was approved with a move by Supervisor Belanger, second by Supervisor Stradal and carried.
Aramark contract was approved for 2 years with the reduced rate per their Rep, Tyler DeBouche, in a motion made by Supervisor Stradal, second by Supervisor Belanger, and carried.
Fair Market Assessments contract for 2025 was approved with a motion by Supervisor Stradal, second by Supervisor Franzmeier, and carried.

Supervisor Stradal moved to approve the Building Inspector contract for 2025. Supervisor Belanger offered a second. Motion carried.
The 2025 quote from Northern Lake Service, Inc for 2 rounds of well monitoring was accepted with a motion by Supervisor Belanger, second by Supervisor Stradal, and carried.
There was no one present to discuss the addendum item.
Under public comments, Chairman Kudick welcomed Monica Franzmeier, a prior long-time resident, who came to the meeting.
Motion to adjourn by Supervisor Stradal, second by Supervisor Franzmeier, and carried at 7:20 pm.
