TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
March 12, 2025
Chairman Kudick called the meeting to order at 7:00 pm. He then led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 15 others.
Supervisor Stradal moved to adopt the agenda with the removal of operator licenses. Second by Supervisor Belanger. Carried.
Minutes of the February 12, 2025 Board meeting were approved with a motion by Supervisor Belanger, second by Supervisor Stradal, and carried.
Treasurer Uhazie’s financial report showed the following balances as of February 28, 2025
Stephenson National Bank General Fund $ 317,937.52
LGIF #1- Operating Account $ 577,564.57
LGIF #2 – 2% Account $ 75,045.80
LGIF #3- Depreciation Account $ 921,933.49
LGIF #4 – Tax Account $ 107,603.67
LGIF #5 – ARPA Account $ .00
Nicolet Bank Tax Money Market $ 1,683,358.66
A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger and carried.
Vouchers #52214 through #52287, payroll charges, and EFT payments were approved as presented with a motion by Supervisor
Belanger, second by Supervisor Stradal, and carried.
Under Correspondence, the Clerk had received the WTA meeting information and a complaint which was forwarded to the Board and Code Enforcer. Any other information received is on the agenda for tonight.
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Recycling by Supervisor Belanger, the Building Inspector report and the Code Enforcer report by Chairman Kudick. There was no Public Works report.
Hugh Guy Surveying, presented CSM 2025-3 for James and Michelle Degrave for 2 lots, located in part of the NE¼ of Sec 21, T33N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Newton Lake Road. Motion to approve by Supervisor Stradal, second by Supervisor Belanger, and carried.
Hugh Guy Surveying, presented CSM 2025-4 for Wayne Parczick for 4 lots, located in part of the NE¼ of the NE ¼ of Sec 30, T32N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Purdy Road and County Hwy W. Motion to approve by Supervisor Stradal, second by Supervisor Belanger, and carried.
Jeff Lieuwen, for Rob Kamps Land Surveying, presented CSM 2025-5 for Lynda Rowell for 3 lots, described as lot 2 of certified survey map #4584 located in Sec 25, T32N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Airport Road. Motion to approve by Chairman Kudick, second by Supervisor Belanger, and carried.
Jeff Lieuwen, for Rob Kamps Land Surveying, presented CSM 2025-6 for Kayleelynn LLC for 2 lots, described as lot 14, Birschbach Estates, located in the NE ¼ of the NW ¼ of Sec 30, T32N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Mickey Road. Motion to approve by Supervisor Stradal, second by Supervisor Belanger, and carried.
Jeff Lieuwen, for Rob Kamps Land Surveying, presented CSM 2025-7 for Michael Bearson for 2 lots, described as lot 3 certified survey map #4116, located in the NW ¼ of the SW ¼ of Sec 5, T32N-R20E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Thrush Road. Jeff Lieuwen stated they are not increasing the number of lots, just the size. Motion to approve by Supervisor Stradal, second by Supervisor Belanger, and carried.
DeShea Morrow addressed the persons attending the meeting and gave them insight on her background, experience, and why she is running for Circuit Court Judge in Marinette County.

Supervisor Stradal made a motion to approve the variance appeal of Richard DeGroot. A second was offered by Supervisor Belanger and motion carried.
Jim Pickett of Rural Insurance presented the Board with a quote for insurance for April 1, 2025 to April 1, 2026. He went through the quote and answered questions for the Board. There were no other quotes received. Supervisor Belanger moved to accept the quote from Rural Insurance. Second by Supervisor Stradal. Motion carried.
After some discussion, and by the suggestion on the letter received from the Field Claim Adjuster, Supervisor Belanger made a motion to disallow claim BOPG1651740005 made by Mile Kresl. Supervisor Stradal offered a second. Motion carried.
Ordinance 2-1-5 Legal Posting was changed as follows: 2-1-5(b)(1) address changed to W11280 and 2-1-5(b)(4) was removed, with a motion by Supervisor Stradal, second by Supervisor Belanger and carried.
Supervisor Stradal made a motion to approve the final budget amendments for 2024. Supervisor Belanger gave a second. Carried.
Under public comments, Dave Bentzler stated recycling is going good at both centers. A resident on Fabian Lane stated his concerns over not being able to secure home owners insurance because the road may not be passable by emergency vehicles. He asked that the Town Board look at it.
Motion to adjourn by Supervisor Stradal, second by Supervisor Belanger, and carried at 7:56 pm.
