REGULAR BOARD MEETING               

September 10, 2025

          

Chairman Kudick called the meeting to order at 7:00 pm.   He then led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, McCabe, Stradal, and Van De Walle, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 26 others.

Supervisor Stradal moved to adopt the agenda with the addendums and removal of item g - Operators licenses and item k - Public Safety Ordinance. Second by Supervisor Van De Walle. Carried.

Minutes of the August 13th Board meeting, August 28th Special Board meeting, and September 9th Committee meetings, all in 2025, were approved with a motion by Supervisor Belanger, second by Supervisor Stradal, and carried.

Treasurer Uhazie’s financial report showed the following balances as of August 31, 2025

A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger and carried.

Vouchers #52521 through #52568, payroll charges, and EFT payments were approved as presented by the Clerk, with a motion by Supervisor Belanger second by Supervisor McCabe, and carried.

Under correspondence, Clerk Olson stated she received information from the DNR that a new Recycling Ordinance must be approved by April 30, 2026. A poster from Governor Tommy Thompson Park for an open house on October 4th was out for all to see.

Department reports were given for Fire by Chief Jim Stradal, Canine by Clerk Olson, Recycling by Supervisor Belanger, and the Building Inspector report by Chairman Kudick

CSM 2025-22 for Judith Kuchta and Carol Bedora for 2 lots, located in part of government lots 5 and 6, Sec 17, T32N-R20E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to County Hwy A, was presented by Hugh Guy Land Surveying. Motion to approve by Supervisor Stradal, second by Supervisor Van De Walle, and carried.

Motion to table speed limit signs on St Paul Road was made by Supervisor Van De Walle, second by Supervisor Belanger and carried

Persons from LaPlante Lane voiced their concerns on the ATV / UTV Ordinance change made prior to tonight’s meeting. Chairman Kudick stated that there was a committee meeting and the Ordinance was discussed. Clerk Olson read the changes proposed from the Committee meeting. After some discussion and with some further changes, Supervisor McCabe made a motion to take it back to Committee to approve the new verbiage. There was no second so the motion died. Supervisor Stradal made a motion to adopt the Ordinance changes as follows; add “UTV” to all of Title 10 Chapter 4, remove 10-4-2(b)(3)(f), 10-4-2(4), 10-4-2(4)(d)(1),

10-4-2(4)(2)(b), and 10-4-2(4)(2)(c), and change 10-4-2(4)(d) to read “All Town roads are authorized 365 days a year.” Supervisor Van De Walle offered a second. Vote showed 4 in favor and 1 opposed. Motion carried.

Chairman Kudick stated that the committee discussed a “Wake Boat” ordinance and decided to wait to see what other municipalities are doing. Supervisor McCabe stated he spoke with Wisconsin Towns Association and they are not making any recommendations on an ordinance right now. There are challenges and law suits out there.

Supervisor McCabe stated the town has an ordinance already in place for sign removal in their right-of-way. There will be no changes to the ordinance, but they will develop a policy on removing those.

Clerk Olson stated she has had no replies to the advertisement for an Assessor. Attorney Coggin suggested to contact the Leage of Municipalities. Supervisor McCabe will make calls to other municipalities to get some information.

There was no action taken on the Ordinance for “unkept properties”.

Supervisor McCabe made a motion to table the changes to Variance procedures and forms until next month so the Attorney has a chance to review everything.

Placing of advertising signs on the fence at the baseball field was sent to committee with a motion by Supervisor McCabe, second by Supervisor Van De Walle and carried.

Superintendent of Public Works stated he had gotten quotes for the led flashing stop signs for anywhere from $200 to $1700. Supervisor McCabe states he got quotes between $1500 and $1800. He made a motion to bring to the budget meeting for 2026 to purchase 3 signs. Supervisor Belanger offered a second. Supervisor Stradal asked where they would be placed. Supervisor McCabe stated at the intersections of Newton Lake Road and County A, Parkway Road and County W, and Moonshine Hill Road and County A. The vote showed 2 in favor and 3 opposed. Motion failed.

No action was taken on the agreement for the County collecting taxes. The Board wishes to keep collection with the town Treasurer             .

Kurt Wilmont presented his concerns to the Board, however, the concerns were with a private road and the town does not have any enforcement powers on those roads.
