REGULAR BOARD MEETING                

October 8, 2025

          

Chairman Kudick called the meeting to order at 7:00 pm.   He then led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, McCabe, Stradal, and Van De Walle, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 11 others.

Supervisor Stradal moved to adopt the agenda. Second by Supervisor Van De Walle. Carried.

Minutes of the September 10 2025 Board meeting, October 1, 2025 Committee meetings, and Special Board meeting on October 1, 2025 were approved with a motion by Supervisor VanDeWalle, second by Supervisor McCabe, and carried.

Treasurer Uhazie’s financial report showed the following balances as of September 30, 2025

A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger and carried.

Vouchers #52569 through #52602, payroll charges, and EFT payments were approved as presented by the Clerk, with a motion by Supervisor Belanger second by Supervisor VanDeWalle, and carried.

Under correspondence, Clerk Olson stated she received information from Rural Ins regarding a refund for Workers Comp, a noise complaint which was forwarded to the Code Enforcer, and Supervisor VanDeWalle passed on 2 complaints he received concerning dogs on a property on County Rd W.

Department reports were given for Fire by Chief Jim Stradal, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Canine by animal control, Mike Stueck, Code Enforcer by Supervisor McCabe, and Water Safety Patrol by Chairman Kudick.

CSM 2025-23 for Robert Schaller for 1 lot, located in part of the NE ¼ of the SE 1/4, in Sec 23, T32N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Shaffer Road, was presented by Hugh Guy Land Surveying. Motion to approve by Supervisor VanDeWalle, second by Supervisor Stradal, and carried.

CSM 2025-24 for Timothy and Debra Paust for 2 lots, located in part of the NW ¼ of the SE 1/4, and in part of the NE ¼ of the SW ¼, all in Sec 25, T32N-R20E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Creekside Trail / St Paul Road, was presented by Hugh Guy Land Surveying. Motion to approve by Supervisor Stradal, second by Supervisor Van De Walle, and carried.

CSM 2025-25 was presented by Jeff Lieuwen of Rob Kamps Land Surveying for Pauls Living Trust for 2 lots, located in part of government lot 3 of Sec 15, T32N-R18E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Kemp Lane. Motion to approve by Supervisor Stradal, second by Supervisor Belanger, and carried.

Steve Marvin presented a fish line tube to the board and explained that it is what the Middle Inlet Moonshiner 4H Club had requested to place at several boat landings in the Town of Stephenson. The 4H Club will place them and take care of emptying and maintaining them. Supervisor McCabe made a motion to allow the placement, second by Supervisor VanDeWalle, and carried.

Following some discussion, a motion was made by Supervisor Belanger to post all of St Paul Road, in the Town of Stephenson, as 35 MPH. Second by Supervisor McCabe and carried. Chairman Kudick stated the Ordinance will need to be changed and published before it becomes effective.

Supervisor McCabe reported that Fair Market Assessments has agreed to continue service for the Town. Mike Denor’s son, Paul, has agreed to take over that responsibility. A contract is forth coming and will be looked at in the November meeting.

Supervisor Stradal stated that fire truck E-11 will need a new governor and E-14 will need a transmission pump rebuild. It will take about 1 month to complete. Chairman Kudick stated that it is normal maintenance and must be done.

Attorney Coggins stated that after some research, he found that without zoning the town cannot do a variance. He suggests that the Board look at the Ordinance and change the verbiage to “exceptions for set-backs” rather than variance. He asked that Supervisor McCabe work with the building inspector on an application. He believes the application that the town used in the past is acceptable.

Attorney Coggins suggested the board change Ordinance 15-1-14 to indicate that the application is for the exception of set-backs.   14A Section 3.06 needs to be tweaked to have the correct verbiage. Supervisor McCabe made a motion to have the attorney review the wording of the Ordinance and update it accordingly. Supervisor VanDeWalle offered a second. Carried. Attorney Coggins will bring it back for possible approval at the next meeting.

A Class B Combination Liquor license was granted for Samuel Charles Ermis DBA Rene’s Dining Room with a move by Supervisor Stradal, second by Supervisor Belanger, and carried.

Supervisor Stradal made a motion to approve Samuel Charles Ermis as Agent for Rene’s Dining Room. Second by Supervisor VanDeWalle and carried.

An operator license was approved for Donavan Salewski and one approved contingent to the Clerk receiving correct paperwork and BG check for Cameron Block, with a motion by Chairman Kudick, second by Supervisor Belanger, and carried.

Budget workshop was set for 6:00 pm on Tuesday, October 14, 2025.

Public comments had Steve Marvin speak of mutual aid request if 2 engines are going to be down for repairs. Kurt Wilmont commented on the easement and safety on the private road he is on. He thanked the Fire Chief for sending a letter.

          

Motion to adjourn at 7:38 pm by Supervisor McCabe, second by Supervisor Stradal and carried.
