TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
BUDGET HEARING
November 10, 2025
Chairman Kudick called the budget hearing to order at 7:00 pm. Present were Chairman Kudick, Supervisors, Belanger, Mc Cabe, Stradal, and Van De Walle, Treasurer Uhazie, Clerk Olson, 1 observer and 8 electors. Pledge of Allegiance was recited by all.
Proposed budget sheets and the proposed budget summary sheets were available for everyone’s viewing. Supervisor McCabe explained the levy amount and how it is arrived at. He asked for any questions on the budget sheets. There were questions on the Plan Commission increase in expenditures, Code Enforcer expenditure increase, the increase in election expenses, Water Safety Patrol expenses, what roadwork was being done for 2025 and expenses under landfill and recycling. The Board members answered all the questions. When there were no more questions, the hearing was closed at 7:38 pm

SPECIAL TOWN MEETING OF THE ELECTORS
November 10, 2025
The meeting was called to order at 7:38 pm by Chairman Kudick. Present were Chairman Kudick, Supervisors Belanger, Mc Cabe, Stradal, and Van De Walle, Treasurer Uhazie, Clerk Olson, 1 observer and 8 other electors.
A motion was made by Gail Freitag to adopt the 2026 Town tax levy, of $952,002.00 to be paid in 2026 pursuant to Section 60.10(1)(a) of the Wisconsin State Statutes. Deb Cisar offered a second. A vote showed 15 persons in favor and 0 opposed. Motion carried. 7:41 pm.
The next item was to approve the 2026 Highway expenditures pursuant to Section 82.03(2) of the Wisconsin Statutes. Deb Cisar moved to approve and Mike Wruk seconded the move. A count showed 14 in favor and 0 opposed. Motion carried. 7:43 pm.
The authorizing of the hiring of Town Officers as employees and setting an hourly wage, pursuant to Section 60.32 of the Wisconsin Statutes were both completed with a motion by Mike Wruk and second by Gail Freitag. There was a statement by an elector that the open meetings law is not being followed when 3 board members are members of the fire department and attend meetings without posting it. The Board confirmed that they are aware of this requirement and there have not been 3 board members at any of the meetings. If that were going to happen, it will be posted as required. The vote showed 14 in favor and 1 opposed. Time is 7:45 pm. Chairman Kudick closed the meeting at 7:45 pm.

SPECIAL TOWN BOARD MEETING
November 10, 2025
Chairman Kudick called the meeting to order at 7:45 pm with the above-mentioned persons still in attendance.
Supervisor Stradal moved to accept the 2026 Town budget with a levy of $952,002.00. A second was offered by Supervisor Mc Cabe. Motion carried unanimously.
Motion to adjourn by Supervisor Belanger, second by Supervisor Van De Walle and carried at 7:46 pm.
