TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL

REGULAR BOARD MEETING

February 12, 2020

Chairman Mike Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Chairman Kudick, Supervisors Franzmeier, Lieuwen, Rogers, and Stradal, Treasurer Kempka, Clerk Olson, and 5 others in attendance.

Supervisor Stradal moved to adopt the agenda as presented. Supervisor Lieuwen seconded the motion. Motion carried.

Minutes of the Regular Board meeting of January 8, the special Board of January 14, and the Committee meeting and Special Board of February 5, 2020 were approved with a motion by Supervisor Lieuwen, second by Supervisor Stradal, and carried.

Treasurer Kempka’s financial report showed the following balances as of January 31, 2020:

Stephenson National Bank General Fund $ 584,322.99

Nicolet Bank Tax Money Market $ 721,447.97

LGIF #1- Operating Account $ 464,094.49

LGIF #2 – 2% Account $ 75,548.10

LGIF #3- Depreciation Account $1,003,486.41

LGIF #4 – Tax Account $2,201,729.13

Supervisor Stradal made a motion to approve the financial statement, seconded by Supervisor Franzmeier, and carried.

Vouchers #48917 through #49038, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Lieuwen second by Supervisor Franzmeier, and carried.

Department reports were given for Fire by Chief Stradal, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Code Enforcer and Canine by Clerk Olson and Building Inspector by Chairman Kudick.

CSM 2020-01 by Rob Kamps Land Surveying for John Lemsky, for 1 lot located in part of the NE ¼ of the NE ¼ in Sec 18, T33N-R19E, in the Town of Stephenson, Marinette County, with egress and ingress to Deer Lake Rd. was approved with a motion by Chairman Kudick, second by Supervisor Stradal, and carried with 1 abstention by Supervisor Lieuwen.

CSM 2020-02 by Rob Kamps Land Surveying for Douglas Wagner and Jamie Nolan, for 3 lots located in part of the SW ¼ of the SE ¼ of Sec 26, T32N-R19E, in the Town of Stephenson, Marinette County, with egress and ingress to Kertesz Lane was approved with a motion by Supervisor Franzmeier, second by Supervisor Rogers and carried with 1 abstention by Supervisor Lieuwen.

CSM 2020-03 by Rob Kamps Land Surveying for Scott Schumell, for 2 lots located in part of the SE ¼ of the SW ¼ of Sec 1, T32N-R18E, in the Town of Stephenson, Marinette County, with egress and ingress to High Falls Road and Bluebird Lane

Was approved with a motion by Supervisor Stradal, second by Supervisor Franzmeier, and carried with 1 abstention by Supervisor Lieuwen.

A motion to approve the 2020 collective bargaining agreement with Teamsters reflecting a 2.07% increase to individual 2019 wages retroactive to January 1, 2020, was made by Supervisor Franzmeier, seconded by Supervisor Stradal, and carried

Approval to delete the handbook wage schedule as to bargaining unit employees and approve a supplemental wage increase of 1.18% to bargaining unit individual 2019 wages retroactive to January 1, 2020 was done with a motion by Supervisor Franzmeier, second by Supervisor Lieuwen and carried.

Supervisor Franzmeier proposed to remove the percentage wage increase sheet that was adopted last year and replace it with just a base wage and a non-union employee wage increase of the COLA as was defined previously. He further proposed to have the recycling personnel included in the COLA with a date retroactive to January 1, 2020 for all. Supervisor Rogers moved to approve the proposal. A second was offered by Supervisor Stradal. Motion carried.

A motion was made by Supervisor Franzmeier to approve the quote from Ike’s Construction for the doors at the town hall, with M&M Automated Services LLC doing the locks. Supervisor Stradal offered a second. Chairman Kudick asked that

M & M come to the next committee meeting and explain the locking system to everyone. Motion carried.

The final budget amendments for 2019 were presented as follows:

$8,400.00 will be transferred from the General Government accounts to the Capital Outlay accounts
$66,181.00 will be transferred from the Highway Equipment Depreciation Account to the

Capital Outlay accounts.

$39,092.94 will be transferred from the LGIP #2 – 2% account to the Public Safety accounts.
$1,800.00 will be transferred from the Culture & Recreation accounts to the Transportation accounts

A motion was made by Supervisor Franzmeier to approve the resolution. Supervisor Lieuwen offered a second. Motion carried.

The contract for Northern Lake Services for the landfill testing for 2020 was approved with a motion by Supervisor Lieuwen, second by Supervisor Rogers, and carried.

Supervisor Stradal made a motion to approve to request to Marinette County that County Road P, from Ade Road to Williston Springs Road, be opened for ATV / UTV use. Supervisor Franzmeier offered a second. Motion carried.

A motion was made by Supervisor Stradal to grant the “Class B’ combination liquor license to Uncle Mike’s Corner Pub LLC starting February 21, 2020. Supervisor Lieuwen seconded the motion. Carried.

Michael E Schulte was approved as Agent for Uncle Mike’s Corner Pub LLC with a motion by Supervisor Stradal, second by Supervisor Rogers, and carried.

Operators licenses were approved for Nicolas Finnell and Karen Kosmecki with a move by Supervisor Lieuwen, second by Supervisor Franzmeier, and carried.

No Public Comments.

Motion to adjourn by Supervisor Stradal at 7:23 pm. Second by Supervisor Franzmeier. Carried.
